What is Lakes Zoning Amendment Bylaw Number 900-29F (BL900-29F)?
The subject property is the common waterfront property for Strata Plan EPS611 (no civic address) and is more particularly shown in bold outline on the map:

The property owners of Strata Plan EPS611 are proposing to rezone the foreshore adjacent to the waterfront common property to increase the permitted number of docks and buoys. None of the other strata lots are waterfront. One dock and two buoys are currently permitted and existing. The proposed bylaw amendment is from FR1 Foreshore Residential 1 to FM1 Foreshore Multifamily 1 with a site specific regulation to permit up to nine private mooring buoys, three floating docks and no boat launch. Staff are also proposing to rezone the adjacent foreshore to the east, next to Squilax-Anglemont Road, from FR1 Foreshore Residential to FP Foreshore Park, as foreshore adjacent to a road is typically zoned.
Waiving of Public Hearing
Section 464(2) of the Local Government Act provides an option for local governments to waive the holding of a public hearing with respect to a bylaw amendment, if there is an Official Community Plan (OCP) in effect for the area that is subject to the zoning bylaw, and the proposed bylaw amendment is consistent with the OCP. As this bylaw amendment is consistent with the OCP, the Board waived the holding of a public hearing for this bylaw amendment at its October 21, 2021 Board meeting.
In accordance with Section 8.1.1 of Development Services Procedures Bylaw Number 4001, all owners of property within 100 metres of the subject property must be sent notices advising that a public hearing has been waived and be given the opportunity to provide comment about the bylaw amendment.

The Board of the CSRD considers the author's name and residential address relevant to the Board's consideration of this matter and should be included in your submission. The Regular Meeting will convene in the CSRD Boardroom with a combination of limited in-person and virtual attendance. Due to COVID-19 Public Health restrictions, in-person attendance in the Boardroom is restricted to 15 people, so there will be limited seats available to the public.
