What is Development Variance Permit Number 2500-21 (DVP2500-21)?

The subject property is located at 5661 Highway 97 in Falkland of Electoral Area D and is legally described as Lot 5, Section 2, Township 18, Range 12, West of the 6th Meridian, Kamloops Division, Yale District, Plan 2075 except Plan H557. The lot is more particularly shown on the location map below:

There is currently one building on the subject parcel which contains a commercial space on the ground level and an accessory dwelling on the upper-floor. A Development Variance Permit (DVP2500-06) was issued in 2008 to vary the rear parcel line setback for specifically an antique store and secondary dwelling. Since the current owners now wish to change the commercial use to cannabis retail store, they have requested the following variance to Salmon Valley Land Use Bylaw Number 2500:

Section 2.10.2.2: Minimum siting of buildings, structures or uses from parcel lines: rear parcel line from 4.5 metres to 0.5 metres for only the existing principal building.

How can I find out more about this permit application?

A copy of the proposed permit application and relevant background documents may be inspected at the Columbia Shuswap Regional District (CSRD), 555 Harbourfront Drive NE, Salmon Arm, BC between the hours of 9 am and 4 pm, beginning Friday, May 7, 2021 and ending Thursday, May 20, 2021. (Please note that CSRD office hours open to the public are subject to change depending upon Provincial Health Orders and recommendations.) The documents will also be available to view on the CSRD website starting on Friday, May 14, 2021 at the Agendas and Minutes page under the applicable meeting date.

How do I send a written submission about this permit application?

Written submissions will be accepted at the CSRD until 4 pm on Tuesday, May 18, 2021. The Board of the CSRD considers the author's name and residential address relevant to the Board's consideration of this matter and should be included in your submission. The author's phone number and email address are not relevant to the Board's consideration of this matter and should not be included in the written submission. Written submissions received by the CSRD are subject to public disclosure and a copy may be provided to the applicant. Please clearly write "DVP Submission - DVP2500-21" on your submission. Written submissions may be emailed to the Planning Department or to the address above.

Where and when will the permit be considered for issuance?

At the CSRD, 555 Harbourfront Drive NE, Salmon Arm, BC, during the Regular Board Meeting commencing at 9:30 am on Thursday, May 20, 2021.

Due to special provisions regarding COVID-19 granted by Provincial Ministerial Order M192, the May 20, 2021 CSRD Board meeting will be taking place through the use of remote communications technology only. No public attendance is permitted at the meeting. There is no specific opportunity for the public to provide verbal or written submissions about this application at this meeting.
