What is Anglemont Zoning Amendment Bylaw Number 650-18 (BL650-18)?
The subject property, known as Anglemont Airstrip is located at 7872 Golf Course Road in the Anglemont area of Electoral Area F and is more particularly shown in bold outline on the map below:

The owner of the subject property has made application to amend the Anglemont Zoning Bylaw Number 650 to allow for conversion of the second floor of the aircraft hangar located on the subject property for use as a dwelling unit. The application proposes to add a site specific regulation to the P-4 Recreation Zone which would permit an upper floor dwelling unit for the subject property only.
Waiving of Public Hearing
This bylaw amendment proposal is consistent with the policies contained in Electoral Area F Official Community Plan Bylaw Number 830. The property is designated Secondary Settlement Area (SSA) which supports a range of uses including residential, along with a range of housing forms. Therefore there are no amendments required to the Official Community Plan.
Section 464(2) of the Local Government Act provides an option for local governments to waive the holding of a public hearing with respect to a bylaw amendment, if there is an Official Community Plan (OCP) in effect for the area that is subject to the zoning bylaw, and the proposed bylaw amendment is consistent with the OCP. As this bylaw amendment is consistent with the OCP, the Board waived the holding of a public hearing for this bylaw amendment at its January 21, 2021 Board meeting.
In accordance with Section 8.1.1 of Development Services Procedures Bylaw Number 4001, all owners of property within 100 metres of the subject property must be sent notices advising that a public hearing has been waived and be given the opportunity to provide comment about the bylaw amendment.

The Board will be considering the proposed bylaw for third reading and adoption at the CSRD, 555 Harbourfront Drive NE, Salmon Arm, BC, during the Regular Board Meeting commencing at 9:30 am on Thursday, April 15, 2021. Due to special provisions regarding COVID-19 granted by Provincial Ministerial Order on Gatherings and Events issued February 10, 2021, the April 15, 2021 CSRD Board meeting will be taking place through the use of remote communications technology.
