What is Development Variance Permit Number 701-110 (DVP701-110)?

The subject property is located in Blind Bay of Electoral Area C and is legally described as Lot 10 Section 30 Township 22 Range 10 West of the 6th Meridian Kamloops Division Yale District Plan 999. This property is more particularly shown on the location map below:

The subject waterfront property is located in Blind Bay at 2434 Bessette Road and is subject to Electoral Area C Official Community Plan Bylaw Number 725 and South Shuswap Zoning Bylaw Number 701. This application is for a reconstructed deck that is currently under construction and has been built within the 4.5 meter exterior parcel line setback on the subject property. This development variance permit application also proposes to recognize the location of the existing single family dwelling, which is currently lawfully non-conforming and also sited in the exterior side parcel line setback. This application requires the following variances to South Shuswap Zoning Bylaw Number 701:

  • Section 7.2.5 minimum setback from the exterior side parcel line from 4.5 metres to 1 metre only for the existing deck
  • Section 7.2.5 minimum setback from thet exterior side parcel line from 4.5 metres to 2.2 metres only for the existing single-family dwelling
  • Section 7.2.5 minimum setback from the exterior side parcel line from 4.5 metres to 1.1 metres only for the existing parking slab (no roof) and concrete retaining wall

A copy of the proposed permit application and relevant background documents may be inspected at the Columbia Shuswap Regional District (CSRD), 555 Harbourfront Drive NE, Salmon Arm, BC between the hours of 9 am and 4 pm, beginning Thursday March 4, 2021 and ending Thursday, March 18, 2021. (Please note that CSRD office hours open to the public are subject to change depending upon Provincial Health Orders and recommendations.) The documents will also be available to view on the CSRD website starting on Friday, March 12, 2021 on the Meetings, Agendas, and Minutes page under the applicable meeting date.

How do I send a written submission about this permit application?

Written submissions will be accepted at the CSRD until 4 pm on Tuesday, March 16, 2021. The Board of the CSRD considers the author's name and residential address relevant to the Board's consideration of this matter and should be included in your submission. The author's phone number and email address are not relevant to the Board's consideration of this matter and should not be included in the written submission. Written submissions received by the CSRD are subject to public disclosure and a copy may be provided to the applicant. Please clearly write "DVP Submission - DVP701-110" on your submission. Written submissions may be submitted by emailing CSRD Planning or to the address above.

Where and when will the permit be considered for issuance?

At the CSRD, 555 Harbourfront Drive NE, Salmon Arm, BC, during the Regular Board Meeting commencing at 9:30 am on Thursday, March 18, 2021.

Due to special provisions regarding COVID-19 granted by Provincial Ministerial Order M192, the March 18, 2021 CSRD Board meeting will be taking place through the use of remote communications technology only. No public attendance is permitted at the meeting. There is no specific opportunity for the public to provide verbal or written submissions about this application at this meeting.
