February 15, 2018 - Update

New Building Regulation Bylaw No. 660 was adopted at the February 15, 2018 CSRD Board meeting. The effective date of the new bylaw is March 5, 2018.

Starting March 5, 2018 building permits will be required for most new building construction in Electoral Areas B (Rural Revelstoke) and E (Rural Sicamous). Building permits continue to be required in the communities of Lee Creek, Scotch Creek, Celista, Magna Bay, Anglemont, and St. Ives in Electoral Area F (North Shuswap). Also starting March 5, 2018,  six(6) building inspections will be required to be completed by a CSRD Building Inspector during construction.

February 2018

Communication about building regulation and inspection service is underway.  A list of the ‘Frequently Asked Questions (FAQs) has been prepared to answer most questions.

Anyone who has questions about the new service is encouraged to contact the Building Department  (1.888.248.2773 or 250.832.8194; or buildingpermit@csrd.bc.ca).

Additional communication in February and March 2018 about the new service includes:

  • A letter mailed to each property owner in Electoral Area B and E;
  • Ads in newspapers serving Electoral Areas B, E and F;
  • Radio ads for Electoral Areas B and E;
  • Posters in select locations in Electoral Areas B, E and F; and,
  • Communication with construction stakeholder organizations.

January 2018

At the January 18, 2018 CSRD Board meeting, a staff report was presented that included new Building Regulation Bylaw No. 660.  The CSRD Board granted 1st, 2nd and 3rd readings to the bylaw.  Staff informed the Board that some fine-tuning of the bylaw will occur for its final reading at the February 15, 2018 CSRD Board meeting.

November 2017

The new and expanded service is now set to begin March 5, 2018.  The service was to start January 1, 2018, but it has taken longer than anticipated to prepare and adopt the new CSRD Building Regulation Bylaw No. 660.

The new service will apply to all of Electoral Areas B and E.  In October 2017, the CSRD Board of Directors confirmed that the new service would not expand to apply to all of Electoral Area F, but would continue to apply to the communities of Lee Creek, Scotch Creek, Celista, Magna Bay, Anglemont and St. Ives. 

A staff report was presented to the CSRD Board of Directors that detailed the implementation timelines for the new service.

June 2017

The new and expanded service is proposed to begin January 1, 2018 in Electoral Areas B, E, and F. It will require property owners to apply to the CSRD for and receive a building permit prior to beginning construction on their property. Six building inspections will be completed by a CSRD Building Inspector during construction. 
The CSRD held open houses in Electoral Areas B, E and F to inform residents about the pending introduction of building regulation (inspection services) in their areas.
